Your map contains an accelerated raster layer. Layers of this type cannot be published directly to a map service.
Solutions
- You can convert the accelerated raster layer back into a standard (nonaccelerated) raster layer.
- Alternatively, if you don't need this layer, you can remove it from the map.
More information
Accelerated raster layers are intended for high-performance interactive analysis while working in ArcGIS for Desktop. Use of this layer type in ArcGIS for Server does not provide any benefit over a traditional raster layer.
