This error can occur in the following two scenarios:
- You are trying to publish a map containing a geometric service where the data source for the geometric network has not been registered with the ArcGIS Server site, and your license level is ArcGIS Desktop Basic.
- You are publishing a hosted feature layer to ArcGIS Online or Portal for ArcGIS, and your license level is ArcGIS Desktop Basic.
Solutions
- If you are publishing to an ArcGIS Server site, register the data source of the geometric network.

- If you do not want to register your data with the server, or you are publishing to ArcGIS Online or Portal for ArcGIS, you will need to upgrade your ArcGIS Desktop license level to either Standard or Advanced.

ArcGIS Desktop can be licensed at three different levels: ArcGIS Desktop Advanced, Standard, or Basic. Geometric networks cannot be copied to an enterprise geodatabase at the Basic level.
