The tile cache data store is no longer supported. You cannot upgrade a tile cache ArcGIS Data Store to 12.0.
You must first upgrade to 11.5, add an object store, and migrate existing hosted scene layer caches to the object store. Then you can upgrade from 11.5 to 12.0. Refer to the ArcGIS Enterprise 11.5 documentation for upgrade and migration instructions.
