Below are the primary steps required to get ArcGIS Server up and running:

If you are upgrading from a previous version to ArcGIS Server 10.6.1 follow steps in the Upgrade ArcGIS Server topic.
- Verify that your site meets the system requirements.
- Plan your ArcGIS Server site configuration.
- Modify your firewall to allow communication on the ports used by ArcGIS Server.
- Install ArcGIS Server.
- If you'll be configuring a single-machine deployment of ArcGIS Server, see Installing ArcGIS Server.
- If you'll be configuring a multiple-machine deployment of ArcGIS Server, see Installing ArcGIS Server on multiple machines.
- Log in to Manager.
- Install and configure ArcGIS Web Adaptor.
- Connect to the GIS server in ArcGIS Desktop.
- Grant permissions to data directories.
- Publish services.
- Use the services.
