Once a GeoEvent Service contains all of the required elements that provide the necessary filtering, processing, and event routing, it can be published.
A GeoEvent Service must be published to either create and start a GeoEvent Service or stop, update, and restart an existing GeoEvent Service that has been updated. GeoEvent Services are published in ArcGIS GeoEvent Manager using the service designer.
